The Assessment Process

Functional Assessment

The functional assessment is a core part of the application process, conducted by a Social Development social worker to determine the applicant’s level of care needs. During this assessment, the individual’s ability to manage activities of daily living—such as bathing, dressing, mobility, eating, and medication management—is carefully evaluated. The social worker also considers cognitive functioning, including memory, judgment, and any behavioural or safety concerns that may require supervision. This comprehensive review helps establish the appropriate level of support required, such as whether the individual qualifies for Level 2 special care, which includes 24-hour supervision and assistance.

Financial Assessment

The financial assessment is conducted by Social Development to determine what an individual can reasonably contribute toward the cost of care and whether they qualify for a subsidy. During this process, the applicant’s income is reviewed, including sources such as Canada Pension Plan (CPP), Old Age Security (OAS), Guaranteed Income Supplement (GIS), and any other regular earnings. Based on this information, Social Development calculates a monthly resident contribution and identifies if financial assistance is required to cover the full cost of placement. This ensures that access to care is based on need, while aligning costs with an individual’s ability to pay.
